Angela Merkel, December 2022: “The 2014 Minsk Agreement was an attempt to give Ukraine time. Ukraine used this time to become stronger — as we can see today. The Ukraine of 2014/15 is not the modern Ukraine.” And further: “It was clear to everyone that the conflict was frozen, that the problem was not resolved — but that precisely gave Ukraine valuable time.”
